Connecting Clinicians With Specialist Expertise Across Uganda
We are developing a service to help healthcare professionals obtain timely specialist advice, share relevant clinical information and coordinate appropriate care for their patients — wherever they are.
These capabilities are being developed and will depend on the selected technology platform, participating clinicians and institutional arrangements. We welcome early conversations with facilities, clinicians and health networks interested in being part of this.
What We Are Building
Uganda faces a significant gap between where patients are and where specialist expertise is concentrated. Tiba Neo's telemedicine and referral coordination service is designed to bridge that gap — giving treating clinicians a structured, secure way to access specialist input, share clinical information and coordinate the right next step for their patients. Our aim is not to replace in-person care, but to make specialist knowledge more accessible to the clinicians and patients who need it most.
Intended Capabilities
The following capabilities are planned as part of this service. Their availability will depend on the technology platform selected, the clinicians and institutions who participate, and the governance arrangements put in place.
Remote Clinical Advice and Second Opinions
Enable treating healthcare professionals to discuss cases with participating specialists, clarify management options and determine the appropriate next step — without requiring the patient to travel.
Structured Digital Referrals
Use specialty-specific referral forms to communicate clinical histories, examination findings, relevant investigations and the reason for referral — ensuring receiving clinicians have the information they need.
Clinical Information Sharing
Support the secure exchange of photographs, investigation reports, documents, voice messages and recorded videos through an appropriately configured clinical platform.
Referral Review and Coordination
Allow receiving clinicians to request additional information, advise on urgency, recommend local management where appropriate and coordinate specialist assessment or transfer.
On-call Routing and Clinical Handover
Direct referrals to designated teams and support continuity of care when clinical responsibility passes between healthcare professionals.
Multidisciplinary Collaboration
Bring doctors, nurses, specialists and allied healthcare professionals into relevant case discussions — supporting coordinated, team-based decision-making.
Follow-up Communication
Maintain case correspondence and support communication about appointments, referral arrangements and subsequent care — keeping all parties informed.
Organised Clinical Documentation
Provide controlled access to referral records, case histories and exportable summaries for participating healthcare teams — supporting audit, review and continuity.
Service Monitoring
Use referral activity and service data to help institutions understand demand patterns, identify gaps and improve coordination over time.
Integration and Local Support
Explore connections with existing clinical systems and locally relevant laboratory services. Provide onboarding, user training and implementation support to participating facilities.
Who This Is For
Clinicians in District and Regional Facilities
Doctors and nurses managing complex cases without immediate access to specialist input — who need a structured, secure way to seek advice and coordinate referrals.
Specialist Clinicians
Consultants and specialists who want to extend their reach, provide remote second opinions and support referring clinicians across Uganda and the wider region.
Hospitals and Clinics
Institutions seeking to improve referral quality, reduce unnecessary transfers and build structured pathways between primary, secondary and tertiary care.
Health Networks and Programmes
Organisations coordinating care across multiple sites — including NGOs, faith-based networks and institutional health programmes — who need a governed model for clinical communication.
A Note on Clinical Confidentiality
General website enquiries are kept entirely separate from any system used to exchange confidential clinical information. If you are interested in discussing your facility's needs or exploring how this service could work for your institution, please use the enquiry options below. Clinical information should only ever be shared through appropriately governed and secured platforms.
